It's an aluminum folding kick scooter similar to a two-wheeled skateboard with a handle.  Here's a pic of the kind of scooter I'm talking about:

New they range from $20-100 (US) but can be found used on eBay for $10-20.  For this project, a used cheap one is just fine because you don't need to ride it. :-)
