Simple?

Get a European PAL recording DVD set-top unit and
a DVD player that exports PAL (such as an Apex or
similar).

Set up the player to produce a PAL signal.
Hook the output of the player to the input of
the recorder.

Insert a blank disc. Press play. Press record.

Wait.
