Chipped Tibook and AppleCare

I have a 867 Tibook that it's paint is starting to chip. I called up the
Apple Resellers here in Dubai and they stated that AppleCare does not cover
the paint. I am pretty sure I read that it is covered by AppleCare on this
mailing list. He also stated that even if it was covered, it is not covered
by the reseller but only by apple directly (which is total BS).

Suggestions would be appreciated.
