[Ti] cannot set file permissions

I could not change file permissions.
Then galahad9 at earthlink.net responded: "That's because, as it says 
right there in Disk Utility, Repair Disk Permissions only works on 
OSX boot disks".

This cannot be the whole story, as (1) I want to set, not repair, 
permissions, (2) I can change partitions on non-boot disks at home, 
but not at work (which partitionwise are mirrors) and (3) 'vsdbutil 
-h' tells me I should be able to enable or disable permissions. 
(Perhaps Darwin's VFS extension to BSD plays a role?) This being 
off-topic, I'd prefer to continue off-line. Eduard.
