Of course not, no one ever said it would.

Apple has already said that the G5's will ship with a revised version 
of Jaguar (10.2.7). Probably with a self-cost upgrade path to Panther.

Apple has also said that Panther is scheduled to be released "before 
the end of the year", which in Apple terms usually means around 
December 28th, but many people seem to believe means September 13th, at 
Apple Expo in Paris.
