I had a similar problem on a Wallstreet. It was the power manager board.

Work from the simplest to the more complex:
1. eliminate the battery by borrowing a known good one and seeing if it charges or putting the suspect battery in another Pismo.
   if not
2. eliminate the charger by using a known good charger with the known good battery

if still no charge, it could either be the sound card (where the power plug is) or the power manager board.

The sound card is more expensive. If you're handy and have the take-apart instructions, both are likely available on eBay for pretty good prices. You can also buy from PowerBook Parts or some other similar parts reseller for a higher amount but assured quality.

If you don't want to install yourself, a local dealer can fix it for time and materials or you can send it to Apple who will charge you about $400, but they warrant the entire PowerBook for 90 days.
