Really annoying problem

Since installing Panther over Jaguar (and even re-installing) I cannot use
the keyboard in Safari. It simply doesn't respond to keyboard input - as
if the keyboard is switched off.

Doesn't happen in any other apps. 10.3.2, Safari 1.2.

Any ideas ?
