After they get a few years old, yes.

Probably there is dirt under the key.  The preferred fix is to blow it out
with compressed air.

You can also try removing the key to get at the grime, but this risks
breaking one of the little parts, and it can be tricky to get all the parts
snapped back in to place.  30-60 minutes if you've never done it before.

If you accidentally break some of the parts, put a piece of "scotch" tape
over the rubber plunger as a temporary fix and order replacements from
pbparts.com.

Realizing that you probably have other keys getting dirty, you might want to
do some preventive maintenance:  I've seen it recommended that you remove
your entire keyboard, wash and thoroughly dry it.  Or you can buy a whole
new keyboard from pbparts.com and trash the old one.  Fortunately for you,
the keyboards on the old titanium powerbooks are much easier to remove and
replace than on the aluminum powerbooks.
