I think you're dealing with three different functions and accessing one 
of the three in two different ways.

1. File > Open With allows you to choose an application to open the 
selected file on a one-time basis.

2. (Option) File > Always Open With allows you to set the default 
application to open the selected file.

2 a. Get Info > Open With does the same as 2 above. It allows you to 
set the default application to open that single selected file.

3. Get Info > Open With > Change All allows you to set the default 
application for all files of the same type as the selected file. (Keep 
in mind that you might get a pdf that is not seen by the OS as a the 
same file type as the ones you selected Change All for, and may have to 
set that file type too.)
