Ah, sorry. OK, to manage the smtp servers in 10.2 you have to go into 
(I THINK, and I can't confirm, because thingsl different in Panther. 
This is STRICTLY from memory of having done so a few months ago) 
Applications>AppleScript and then look for the 'helper scripts', within 
there is one for 'manage smtp servers'
OR
It may be that the scripts are in a Library in 10.2?

Sorry, can't be more specific, as I say, it's been some time since I 
did this in 10.2
