Depending on what exactly you want to do, you might find Photoshop
Elements 2 is more than sufficient.  It has about 75% of Photoshop's
features, lacking CMYK output and some layer and masking features, but
it's been more than enough for my middling needs (website graphics and
digital photo manipulation and editing).  At $99, it's a bargain
compared to the full version.
