Open up Finder Preferences and take a look at what boxes you have 
checked-off

Try  unchecking ,   Always Open folders in a new window :  and see what 
happens

If no go; as I see it, the only recourse you have is to perform a 
"clean install" and see if the "new" System Folder still does this-
