I have been neglecting mailing lists lately, so it's entirely possible 
I've missed something ... but please tell me what leads you to believe 
that the new Install CDs that come with new Macs aren't bootable.

The Install CDs that ship with new Macs are qualified (tested) to boot 
from them.
