Create An Immovable Folder?

Does anyone know a technique or Terminal command to perform the following?

a) to lock/secure a folder on a Users Desktop to prevent the same 
from being moved to the Trash or to any any where else on the drive. 
Similar to the way the System and Library folders cannot be moved.

b) Once the folder is locked I still want the User to be able to add 
and remove files from the locked folder as required.
