StartupItems

Recently sendmail has not started at boot time. I can start it via:

/System/Library/StartupItems/Sendmail/Sendmail restart

I assume there is a startup order problem that was recently introduced. 
I might learn something in the system log, but I'm not sure where the 
system log is. Thanks for direction?

os x 10.2.4
