Maximizing a B&W's internet connectivity.

Using my B&W connected to DSL I get on average 20 to 40 kps for 
downloads,  I hope I am using that correctly.  I am trying to indicate 
Kilobits per second.  When I switch to virtual PC I get download speeds 
of 100 + kps.

Now how is it that Windows 2000 on my Mac has a higher transfer rate 
then on my Mac?

Is there some optimizations that I can do to even this out.
