Mail, Safari, & Dial-up

When I'm not online and launch Mail, it begins connecting, but I then get
errors about not being able to get the mail before it's even done
connecting. Ditto for Safari, and I have to "Return" on the address bar
because it won't try loading the page until the dial-up connection is
established. Any workaround on this? (Broadband isn't available here.)
