I can't imagine why - when the file is open in Preview, you are able to click the text selection tool at the upper right (middle icon) and select text normally. Or, you can click the right-most marque selection to select any rectangular area. So you can copy stuff and use it elsewhere but indeed cannot edit the PDF page itself. >2. Once you have the selection as a TextEdit document, you'd only have to go on-line if you tried to *follow* a lnik. The page that you were viewing in the browser and that you've captured is saved on your machine. [And in this case, is quite editable] If instead, your question is about capturing a site, including the linked documents, images and other media that is further in than the page you are looking at, then you'll need different solutions.
