I suspect that you have some settings turned on in "Universal  
Access" (part of your system preferences), particularly under  
"Hearing." Make sure all that stuff is turned off.

If that doesn't do the trick, create a guest account (see the "Help"  
menu if you don't know how to do this), then log out of "your" account  
and into the guest account. If the problem still occurs, let us know.  
If it doesn't, there's something up with your account (probably  
something you did inadvertently, but maybe some other cause).
