[X4U] Mac ODBC Drivers

I am running a PowerBook 10.3.7. I get the following when I try to go 
to some web sites using the latest version of IE, Safari, or even AOL's 
built in web browser.

Google has a lot about this, but what I was unable to find was a ODBC 
driver like there is for system 9.2.2. Does anyone have a suggestion? 
(Apple says it is AOL/s problem, AOL says it is Apples. Microsoft says 
……
