I believe this is both legal and protected by copyright laws in Canada and
most non-US countries. I'm not sure about the US; they have some strange
copyright laws.

On the up side, the US is going to be allowing the player manufacturers to
include features to let us skip over the annoying parts again. They are
currently discussing a bill to that affect. Since I can skip the 'fbi
warning' and trailers on my old dvd player, I assume this bill is more
like forcing the dvd player manufacturers to stop cripling their devices
just because the dvd makers want to force us to watch commercials.

I would continue to do this anyway. Less worry about destroying the disc
if you have the original safe.

How do you fit 2 hours of movie onto a DVD-R (+R or whatever)?
