[X4U] Cannot access Accounts in Tiger

Three things to try. Repair permissions. If that doesn't fix it, move the
com.apple.systempreferences.plist to the desktop, and retry opening the
Accounts. If that doesn't work, thus precluding you from making another
admin user account, reinstall the upgrade.
