If you click on the link you provided
(<http://www.apple.com/DTDs/PropertyList-1.0.dtd>), you'll see that the
data is "interpreted as Base-64 encoded" and "should conform to a subset of
ISO 8601 (in particular, YYYY '-' MM '-' DD 'T' HH ':' MM ':' SS 'Z'." Use
the Property List Editor.app included with Xcode Tools to read plist files.
