In a perfect world, yes. In reality, no. If, for example, Tiger had changed the filename of English.lproj to "usaenglish.lang" then the code, however well written for Jaguar, would fail for Tiger. It's far too simplistic to say that you can just write something perfectly for one OS and have it work for all future version w/o further development.
