There used to be a program for producing a permuted index included 
with Unix. It was used for creating an index for the Unix 
documentation itself. Can't remember what its capabilities were now; 
I never used it because our documents were already indexed. Might be 
worth checking Bsd 3 or 4 from around '83 if you're interested.
