[X4U] External HD: 750 gig to 699 when formatted. Why???

It is simple, hard drive manufacturers lie.  They count 1GB as 
1,000,000,000 bytes rather than 1,024,000,000 bytes.  Those extra 
Megabytes add up on the large drives depressingly fast.
