Yes, though depending on your ISP, it may involve calling them hand having them re-sync the connection (they often lock connections to a particular MAC address).
The 89€ sounds like the Airport Express, not the Extreme, but it should give you similar basic functionality.

Other relevant questions:

Have you tried taking your iPad to another location with known working free WiFi?

Are other devices able to connect to the internet through your iMac? Have you rebooted the iMac? (or at least turned Sharing off and on again?)

Inability to connect via 3G should be completely unrelated to the WiFi issue. If you're unable to resolve the issue(s), you're still under warranty, and can get the iPad replaced, then restore from your backup in iTunes.
