But seriously, Roaming in Canada for Cingular is handled by MicroCell
(http://www.canadagsm.com)

But rates are handled by Cingular. From the FAQ:

"How will I be billed for GSM roaming in the US and Canada?

Rate Plan Dependent* 
Home Plans- No charge for all calls placed or received within the
CA/NV/WA/ID calling area. 
Regional Plans- No charge for all calls placed or received within your
regional calling area.(CA, CO, NV, OR, UT, WA, ID, WY, AZ, NM, and HI) 
National Plans- No charge for all calls placed or received within the 50
United States.

*Rates are subject to change or revision without notice."
