iBook clamshell +region 1 DVD /PB G4 DVD-ROM

Hi listers,

I'm about to buy an clamshell iBook 466 SE here in Europe, but just 
heard that the guy selling him got it from his bro who bought it in the 
US, so the DVD-ROM is set for regio 1, is there some s/w which I can use 
to set it to region 2 or perhaps make it region free?

Also he says that it has a 4x DVD-ROM, but the specs on several sites 
(Apple spec, everymac, lowendmac) differ about this info, some say 4x (I 
believe it's the Matsushita SR-8173), some say 6x (that would be the 
Matshushita SR-8174). Are there iBooks with different DVD-ROM speeds out 
there?

Final question: If there's no way to change the region: I have the 
opportunity to get a cheap Matsushita DVD-ROM out of a Powerbook G4 400, 
would this drive fit into the iBook?
