Some web designers (ones that need to be taken outside and beaten with a sock full of door knobs) use a fixed font size that can't be overridden by a custom stylesheet. I think that both Mozilla and Safari now allow you to force the text to resize, even though technically it's not supposed to be allowed - one time when strict adherence to the rules would be a hindrance rather than a benefit as it usually is.
