If you expect to fall back on dialup access because your cable
modem or DSL fails a lot, then you want the modem.  The idea is
that the Airport will dial your ISP on demand and then distribute
the connection to your other machines.  If you don't even have a
dialup account (and many people don't any more) and never think
you will, then you don't need the modem.
