Yes. It's not in preferences. It's a key trick. Hold down the option 
key before you pull down to restart or shut down. You can see the "..." 
disappear in the menu when you do that and it will go directly to what 
you choose. Alternatively, press the power button and a dialog box will 
appear giving you four choices with Shut Down being the active key that 
can be pressed with the return or enter keys. So Power + Enter or 
Return is a keyboard direct way to shut down without being asked for 
permission.
