Permissions

Question about disk utility and permissions.  I find that repeated use of
Correct Permissions in Disk Utility (osed right after previous use) I get:


2003-01-07 07:41:13 -0500 - Repair of privileges has started
We are using special permissions for the file or directory
./System/Library/Filesystems/hfs.fs/hfs.util.  New permissions are 33261
2003-01-07 07:51:47 -0500 - The privileges have been repaired on the
selected volume.

2003-01-07 08:00:03 -0500 - Repair of privileges has started
We are using special permissions for the file or directory
./System/Library/Filesystems/hfs.fs/hfs.util.  New permissions are 33261
2003-01-07 08:10:10 -0500 - The privileges have been repaired on the
selected volume.

Why won¹t the permissions stay corrected?
