Duo internal modem VS DuoDock modem?

Upon reading the devnote, starting on page 47 (67 of the pdf):

it appears to me using the Duo Dock internal modem requires the presence 
of a modem in the Duo. The chart on page 62 (82 of the pdf) shows all the 
components in the Duo/Dock combo.
