If you copy the entire Safari folder, you'll also keep stuff like history, download history, etc. You will also have to copy your keychain (Library/Keychains/yourname) which contains the "secret" things like passwords you saved. If you have .mac and have turned on iSync-ing of bookmarks, you can just register your new system and synchronize; the bookmarks will come right down into your new system. (Select "from .mac" as "first time action" to avoid introducing the default bookmarks into your .mac set.) Of course, if you move an entire user from one system to another, by far the easiest way is to just move the entire home directory (that's what "home" means :-), or (if you only want to transfer settings) the entire Library folder. That will pretty much preserve everything (except for things that go into the system, such as device drivers - those you have to install on the new system).
