[G4] Powermac wont Start need help

Since your friend got it form work my guess is they wiped the hard  
drive.

It will not boot from OS 8.6.

You need at least OS 9 then it should be fine.

The easiest thing to do is go buy a copy of Tiger and use it, that it  
is the latest operating system available.
