Perhaps it is Apple's CPU preference pane that's installed with the CHUD tools, which in turn come from the free Developer Tools? I know that that offers cache control. All you need to do for that is sign up for a free Apple Developer Account and you can download the latest Xcode and such. As for the cache turning off after a reboot again, sounds like that Mac's firmware doesn't quite like the newer CPU. Might be an update to fix that - who knows?
