smaller screen size in VCD?

my question is the opposite one. In same cases I have to deal with 
smaller sized mpegs; I'd like them do display at saw, half the TV screen 
size - because they get too pixillated if they get blown up to "full VCd 
size"

Is there a way to do this, maitian the smaller sized video with, say, 
black all around the edges.
