Because its not out yet. The original release date was pushed back to 
tomorrow. So be patient.

Same as iMovie 3 and iTunes 3 (iTunes 3 is the only one currently 
available)

The only one you need to pay for is iDVD.

Since it looks like you won't be running iDVD, you should be fine with 
the free downloads.
