Create a new folder (or use a file on the desktop).

Drag this folder to the upper lefthand of the screen (stick it under the menubar, so that it is
obscured). Watch the rest of your icons jump to the right.

Is this what you mean? I have this in 10.2.2, and I think 10.2 and 10.2.1 had it as well.
