One thing to note about this -- I once did a reinstall of OS X and it took me many attempts at updating to some 10.2.x point release to realize why it was failing -- it needed to apply some update to Classic, which it could not do because I had not installed OS 9/Classic. Just a note; not sure if there is a workaround.
