It's the incoming (POP) server in combination with the username, as I've run into the same thing. I can have multiple accounts that use the same outgoing (SMTP) server. But I can't have two accounts that use the same username on the same POP server. Here's a workaround...use a different username, even if it's a fake one. Make up the password too, as the field can't be blank. Those two fields only matter if you're checking email, which you don't plan to do. Be careful that you uncheck the box under Accounts -> Advanced -> "include when automatically checking mail" since you will definitely get an error message when trying to check any mail from that account as the username/password doesn't exist. But as long as the SMTP server is correct, you should be able to send and it would appear to be from the faked email address. I've done this myself for email that I have forwarded to this address that I need to reply and have it appear to be from the original address, so I know it works. Of course, this all depends on whether or not you are allowed to do this from your SMTP server (if the domain name is different).
