For .mac, you need to go to mac.com's help pages.
Help-->iDisk-->Letting someone add or remove files from your Public
folder.
And no, it shouldn't be a big bright button. If every feature people
thought should be a big bright button was in fact a big bright button,
the .mac main page would look like a checkerboard.
From the help page mentioned above (If you're using 10.2):
