[X-Apps] Preferences-not being saved

I seem to remember that in the early days of OS neXt there were some system-wide preferences that could only be set through Internet Explorer. It was one of the reasons I kept using system 8 or 9.

I wonder if, with Safari, Apple has been into the preferences code.
