Finder Will not come to the front

Hi...With Finder in the background and I click on the screen the 
Finder will not come to the front.
It will when opened from the dock.  Seems other app's are ok.  I have 
re-booted and repaired permissions to no avail.  OS 10.3.2 installed 
for a couple of months.  Started yesterday.
Your help appreciated.
