Yes, but no -- Audio is a CoreFunction, it is available to any 
application running on OS X.

I've never played with it, but there is stuff in 
/Developer/Examples/CoreAudio including a thing called "PublicUtility."

Note that this is an SDK, so it may not compile into a complete 
application.
