Ballistic Effect When Moving Terminal Windows

I started noticing this after upgrading to 10.3.5.  Whe I drag a Terminal window, there is a strange kind of slop in the movement, initially dragging behind the cursor point, then catching up and running ahead -- not out of control, but more like it is set as some kind of 'ballistic' effect where velocity, inertia, and centrifugal force are a factor.

I'd like to turn that behavior off, but can't figure out what controls it or whether it's "normal."

Have others experienced this, and do you know how to make it stop?
