are there any good programs to organize and synchronize mp3 folders?

I looked on version tracker and the only thing that came close was 
mp3-sync or something like that... but it required an itunes xml file 
in each folder and would only synch both folders I think.

What would be great is a program that looks through your mp3s and 
allows you to organize them into one folder, weeding out duplicates and 
low bit-rates perhaps.  I find it a real hassle to synch my powerbook 
to my home computer if either of them have new or fewer songs of an 
artist I already have on both computers.
