I always found that OS X handles CPU usage nicely without manual messing around. If you want to renice, yes, most tools will work as advertised. It's not a big deal. One software package that really bothers me is MS Office which uses CPU even if it just sits in the background. But renicing doesn't help in this case. However "App Stop" will. But App Stop will really freeze the application until you release it again which is not as convenient as a niced process that will take any CPU it can get if no other process uses it.
