It depends on where you live as to the availability of rental DV cams  
but any Telecine house (Telecine is the tradename for conversion of  
film to tape) can convert the film to VHS and while you would lose  
resolution the loss may be not be significant to you especially in  
PAL. You could then use your VHS recorder/player to transfer the  
contents to your hard drive.
